I had subscribe to Germany P4 package for 10 days.
So far it gave me quite good performance.
I'm running rapidleech on this DE server.
Reslut shown as below:

***Rapidshare***
Upload Speed
-1.5~2MB/sec

Download speed
-guarantee 2MB/sec (free user)
-premium user hasn't tested due to no premium account


***Megaupload***
Upload Speed
-not tested due to no premium account

Download Speed
-average 12~20MB/sec (free user)
-tested with 20+ file


***Fileserve***
Upload Speed
-guarantee 35~40MB/sec
-never experience in slow speed
-tested with 300+ uploaded file

Download Speed
-peak time 500kb/sec ~ 1.2MB/sec
-non peak time 2~7MB/sec
-tested with 200+ download file
-I had confirm the download speed from RickyFS
-RickyFS claim that EU server should get around 5~7MB/sec during non peak time


***Filesonic(Sharingmatrix)***
Upload speed
-guarantee 30~30MB/sec
-never experience in slow speed

-tested with sharingmatrix only
-filesonic hasn't been tested

-slow like snail for me; 500kb/sec ~ 2MB/sec
-I had confirm with certain rapidleech service provider and plugin creator
-They claim that Filesonic(Sharingmatrix) doesn't gave them good speed

-hasn't tested due to IP range being ban
-any user can bypass it by using proxy script created by kaox
-fuck HOTFILE, wasted my money

-never exceed 15% of CPU usage even i'm download and upload like mad
-rapidleech script load hyper fast

-totally excellent with the Live support
