I will be hosting a streaming site of pirated TV shows. Which domain extensions are safe? I know governments can shut down some websites that are using common extensions. Is there a list of "safe" extensions? Thanks.

it's safe to use any domain extension not managed by US authorities like .to / .ws / .ag / .li / .ch etc. there are so many offshore domains but always remember any ISP / DNS provider can block access to your domain from their countries.

some may suggest you to buy from offshore registration services but it's not necessary just use fake details / VCC / crypto / WebMoney like payment method for registration but never use us based registrar service for domain registration too.
 
I recommend .is or any tld registry which is not based in the US, coupled with Njalla registrar. By the way, .to registry is based in California.
 
Any extension could go broke if not enough registrations and renewals it costs about 250k to set up an extension so need to cover those costs in sales.
