Rules Next to title when starting a thread.

Hello everyone.
Some of my site members are not using the post icons nor the best practices I'm trying to edit all the posts ,but my forum has some hardcore posters that are doing 50 posts per day for example so it's difficult to fix them all and I've to PM them or use the moderated message.<_<
So I would like to ask you if there is a way to add a link next to Title or a pop-up window that will show them the rules or Best Practices etc..
I've tried to search on the templates but nothing usefull :/

Newthread template

Find:

<input type="text" class="bginput" name="subject" value="$subject" size="40" maxlength="$vboptions[titlemaxchars]" tabindex="1" />

After Add:

&nbsp;<a href="http://domain.com/rules.php">Read these rules before posting!</a>

Or something similar, you can design it however you want
