As humour said, the blinks in the right corner are not attractive (maybe it's just me). Also the blinking SIGN UP looks like it's "stretched" (in height) & this is the reason why SIGN UP doesn't look cool. Although banner looks good & if it's not made by a designer it's an excellent work.

I'd sex the banner, that's how sexy It is. The flashing Sign Up part isn't too necessary but still nice. Simply use the same font as the "Join Us"
