I believe you are looking for a Windows VPS with Remote Desktop Access? Because in a Windows VPS, you get full admin access, not in a RDP.

Yes but people are offering admin with RDP if they feel that my intent is acceptable.

the thing is,different RDP guys have different rules.
few RDP guys do not allow encoding
few do not allow DDOS
balw blaw shit
so if thats the reason why clients do not get Admin rights to install any application with out the Admins Knowledge.
