So they just have some racks rented, then its not really a great idea to compare them with the whole Leaseweb.

RapidSpeeds has their own racks and equipment at LeaseWeb. They use LeaseWeb network and since they push loads of bandwidth, I wouldn't be surprised if they are limited in QOS.

Your best bet is LeaseWeb, you will surely get better speeds there.
