Are you hosting yourself or is it provided by a RL provider? If it is the latter, you better make a ticket.

remove the rar file and rename rar_static to rar in the rar folder

Error:11  (Empty/bad/non RAR file)

chmod is : 0777

and chmod 755 to both the files inside the RAR folder.
The correct rar is needed for Unrar Files function to work correctly.

I'm assuming this is through another provider so you don't have, Root access? otherwise I'd just advise you to install rar on your linux distribution and copy the binary to your RS folder then CHOWN it for your current user. Otherwise, the recommended solutions above should work unless you're doing something wrong... or you're using the wrong rar binary.

chmod everything in the rar folder to 755 seems like your hosting provider may have PHPsuexec enabled on there server.
