You can't quote the last post, because your post will be right beneath it. Use "^" or @"username" if you have to. If for some reason you still want to quote it, hit the multi quote button, then post reply.
When you click REPLY on the last post, it does not quote that certain post. You will have to click the MULTI-QUOTE button.
I asked a while ago when they removed the quote button from the last post and I was told there was no need to have a quote button on the last post since if you want to reply to that last post then you wouldnt need to quote it since you would be next next post right under the one that was last.
And that's exactly why there's no quote button on last post.
Purpose of quoting someone on forum is to make a reply and 'attach' message you are replying to, so people know who you are talking to. If that message is last one, then there's no need or logic to quote it.
