Question - reloading money with VISA Card

Does anyone of you know a company that allows me to buy one of their credit cards and allows me to reload money using my own VISA card?

Payoneer and Epayments cards are a solution if you don't have a local card for webmoney.

Is EPayments legit?
Payoneer card for WM must be order direct from WM and can be used only for webmoney that is why i need some alternative to bind more processors on single card.
