Qualtu.com's basic plan starts from €1.99/m x 12 with Free Domain Names.

just checked on the site, it doesnt actualy says anything about SMTP,..it says about mailboxes, but have mailboxes doesnt mean that it comes with smtp automaticaly, it could be just a webmail,..which in my case pretty much useless,..

Regarding you query about STMP services, we're going to provide it with following limitations via our email hosting servers sooner:

- Email accounts: unlimited
- Mail Size(Attachment) Should not be more than 25 MB

- Recipients or Emails per hour per username. (Ex : 50 recipient in a email is counted as 50 mails) 512

- Messages/Recipeints per hour per domain 1024

- Max no of simultaneous SMTP connections from a single IP 50

- Total Messages Size per hour per username 250 MB

- Total Messages Size per hour per domain 500 MB

No mate its not scam there supporting system is very nice u can contact admin at any time by live support or in skype they r very helpfull

last host i used frm hsotinghope.net was very iritating because few of my visitors r nt even able to open the website even me some times but after changing to this host it works very well and my visitors dnt having any problem with the site

I have Economic plan buyed from Qualtu runs very fast! no server problems or anything
Support every time thats what i like they help me ( i am noob in webdevelop ) a lot!
Also price is very low recomendet to everyone here!
