Im trying not to sound too dull here but why would they need help in clicking the publish button ?
And why would anyone create a page and NOT publish it ?

Unless what you mean to say is that you will help advertise the published page.

I think he means if a Fanpage e.g is blocked by FB for some reason he will help you on haw to publish it again
