You can add a bank account, PayPal will send two small deposits in it ( ~ Re. 1 ). Check your account for those transactions and enter the amounts and voila! ur account will be verified

Why you guys are replying that Indians can't use debit cards? when you have never tried / not sure

I am using my PNB debit card (Master Card) with Paypal and its working without any issues from more than 6 months

no you cannot use Indian debit cards on paypal, as RBI has restricted Indian banks to use 3D secure code for online transactions. Credit Cards may work!
