I personally dont like the banner...but everyone has different preferences.
The blue color your using on your skin doesnt look that good...
Skin should be bit glossy!!!

Beside that, site seems to be decent and nice.

My Review:
- I agree, banner needs to be changed in my opinion and needs to be resized (height wise)
- Forums look crowded, try removing some that you don't need.
- This image: http://pirateaccess.info/HocvienIT-ver2/iconreg/profile.gif Should be changed, Looks ehh.
- Other than that, forum look decent. (;
