You guys probably work up too many fraud claims. Get your country to be more honest and there probably wouldn't be a problem.

Create a paypal account on U.S. / Europian Country Address. Verify it with V.C.C.

About Payment Receive/ send
Use the same account for receive payment n send payment.

Paypal Stop Indian accounts to send money so we can't renew out domain or can't send money for hosting.
Use the same account for renew/hosting payment.
like this u can pay for hosting or domain.

What About Withdraw
To withdraw money send money to your Indian paypal Account from your U.S./Europian a/c. Because Indian account cannot send money but they can receive money an withdraw money.
 
What's a pan card? If it's like a id or license, then what the hell is your problems Indians? If your not gonna fraud then it's no problem. If you are, then good for them for doing it lol yourthe reason why it's done.

Yes, create fake accounts with fake address. Always trying to circumvent the rules and regulations, always trying to defraud the system...no wonder more and more restrictions are being put in place for Indians.

Geez, does it really hurt to be honest and get a CC? If you are too young to get one, may be you are too young to be doing business on the internet.

u can create account on paypal and that will be unverified because u didn't add ur cc there.
That mean CC is the option to verify your account. You can easily make V.C.C. to verify your account. People are already doing the same to verify their a/c.
Like me, I don't have CC n i've two a/c on paypal n both are verified.

And as long as you're of legal age and aren't into fraudulent activities, you shouldn't have a problem with the new changes. If you still don't want to use Paypal then stop with the complaining and choose another payment method like:
Moneybookers
Alertpay
Neteller (it's not very popular atm but it seems to be a good choice ;) google their website)
