Payment always One Time, but this site shaving too much views:

My daily stats:
Safelink**: 7800 - 8600 Views / Day
Shr**k: 7900 - 8700 Views / Day
Ouo.io: 5100 - 5600 Views / Day

Rates is good, but final earning is not better than other. you can generate same revenue or maybe (MUCH MORE) with other shortener url.
So, what the conclusion ? I'am sure this is just a marketing trick. They give you better rates but they shaving more than 20% your account views.

Do your views get counted at ouo.io? Honestly, I was curious and left shorte.st to try ouo.io but they counted barely any of my views and made me feel cheated on :(. When I asked their support for the reason, they didn't reply.
Currently, shorte.st gives me the most profit and I'm very suspicious about new players.
 
paypal account limited...no payment this 15th...waiting for payment...

why u using only one payment processor...?

I dont know why paypal limit user account but you can remove the limit by upload your document.
My account have 2x limit history, and I can remove the limit less than 3 days by uploads my document (scan id and utility bills)

Just wait for 4 days / till 19 aug 2016, If payment status still pending maybe the real problem is not with paypal limit. #YouCanGuess
