Blocking your content is the step I would avoid doing, to be honest. It shows the only thing you care about is money, not the audience thanks to which you exist online. There are surely better ways to show people ads.

Are you sure you want to go for banner ads? I'd suggest interstitials if you can't afford pop ads as banner ads are becoming less and less effective.

Why wouldn't they allow this kind of referral program?... They might trust website owners more as they can check what exactly someone does on their behalf by just visiting the site.

$0.25 is almost as low as other networks pay for proxy traffic. I think this offer isn't competitive at all.

Shorte.st counts up to 5 times. So even if your rate is higher, you may not fill the gap. Are you planning to count more views than 3 from the same ip?

AdSense is quite rigorous (adult sites better start looking for alternatives ;) ) and even if you're accepted at first, you can get on a blacklist soon after. So even if you go for AdSense, this shouldn't be your only profit source. It's best to have a back-up just in case.
