Hello,

I am Cydex, the administrator of a growing forum that provides its users with .torrent-files to (pirated) content that we do not host on our own server. We only distribute the .torrent-files needed that point towards the specific content.
Even with this, a lot of hosters I have contacted over the past few days do not want to host my forum. Therefore, I am taking my chances here and would like to ask the WJunction community to help me in my search for a decent VPS provider.
Currently, I am hosted on a Windows dedicated and unmanaged server for $ 39,99 a month of which I don't even use half of the resources. Because of this, I would like to make the switch to a VPS. Also, I have lots of issues managing the back-end of the forum (Apache, MySQL, security audits, etc.) with which I really need help. The downtime lately is so much that I'm losing pageviews every day. That's why I would like a managed VPS server. CPanel is a must because I am familiar with it.
If you as a provider are interested in providing me with hosting, these are the guidelines:

- Disk space: 30-40 GB
- Bandwidth: 1 TB
- RAM: 1 GB
- Managed? Fully managed
- Control panel preference? CPanel
- Monthly budget? Max. $ 50
- Payment types that you can pay in? PayPal

With "fully managed" I mean the following:

- You will help me setting up DNS records and pointers correctly (what I have now works, but I don't think it's the right way to do it)
- You will set-up the outgoing SMTP server correctly so the mails do not get blocked by Hotmail and Google (not for spam, I only use it to send out newsletters and activation mails)
- You will monitor the VPS 24/7 for any downtime and if any services fail, you will reboot and fix as needed
- You will perform frequent software updates and security audits
- You will secure the server, install measures against viruses, rootkits, brute-force attempts, etc.
- You will install additional plug-ins for Apache and make php.ini changes as well as optimize Apache & MySQL to work fast on the VPS
- DMCA & copyright complaints will be forwarded to me, I will remove any content that I'm asked to if I receive a legal complaint. I do not want the host to remove any content himself or for that matter even remove the server. I remove content on request so you don't have to worry about anything

I do not need help with the forum software, I will take care of that myself, I only want the back-end to be stable. Also, I do need SSH access as I will be installing a legitimate version of TeamSpeak Server on the side. (Support not required but would be great)
For the record, I run a legitimate IP.Board license on the forum.

Please read this post thoroughly before making an offer as I wasted a lot of time writing mails to hosters that in the end could not provide me with the above or ask insane prices. I found a lot of managed VPS's in that category under $ 50 incl. CPanel but not one of them supported my request to forward DMCA notices but allow .torrent-files to be hosted.

I have found VPS's at for example AltusHost that are fully managed if you choose CPanel with it for less than $ 50. I can also find the same unmanaged servers without CPanel for $ 20 and go with an external server tech for $ 30/month which equals $ 50 too. However, I don't want to do this as I would really like to centralize everything I have to keep a clear vision on everything. I checked your website and it seems that you only provide unmanaged VPS hosting which is not what I'm looking for. I am willing to up my budget up till $ 60 but not higher since the rent is paid from donations which are not high at this time due to the downtimes we encountered.
VPS location preferably in Romania, Russia, Czech Republic, Sweden, Latvia, Panama, in other words, countries that do not like the DMCA law or the US in general and wouldn't bother to even reply to DMCA notices.
