Offshore free forum hosting with no DCMA

hello there, I'm planning to start a board/blog for comics (no porn or other warez). Download links will mostly be 2/3 top PPD filehosts. Primarily I'm planning for a test basis and if enough traffic is generated I will start a full scale board. Thus I want to initially start as free. Any suggestions on -

1. Good free forum (phpbb/ipb/vbb) or blog hoster?

2. Does it needs to be offshore with no DCMA?

3. Any theme/script suggestion for comics site?

1. Go with a blog, should help you showcase the comics in a proper manner.
2. As long as you're offshore, you don't have to worry about DMCA.
3. Well, you gotta get one you like yourself. It's all part of making a site!
