I have got 1 sale today but I received only $0.6!? 70% of $12 is $8.4 right? So why did I get only $8.4? Please let me know how this affiliate system works?

If you used banners, you get 5-10% for each sale.
check your self.

but why ?
why you cant fix banners sales as 70%

and please explain how to work rebill system ? we lost referral members or not ?
