Threads : 4 Minimum
OS : Windows Server(Any Editionx)
Monthly budget : 70 $ Max

No..it must be included.

The budget is too low for 1gbps and Windows,
As the min. license is about 15$, so that just leaves 45$ dedicated server for a quad-core CPU.

It would be difficult to find that kind of server in NL.

I've no need much bandwich,2-3 TB must be sufficient and i mean dual core withe 4 threed if possible.

That isn't really possible as the windows license itself costs 20euro(minimum) for a dedicated server
