2Days Back One Exchanger Scamed me 130$ for tranfer money from webmoney to paypal
i paid through web money 130$ after that he ran off not responding to any mail not comming to online

now i raised a ticket in WebMoney.Arbitration regarding dispute transaction

They Said Me first u need to complain.. for complaining i need formal certificate

In Formal certificate I need to enter Pass Port Details But I didn't Have Any Pass Port

I Am From India

For Getting A Pass Port It Takes 6Months In Our Country
I Am Having Pan ,Driving Licence

is There any chances of getting a formal certification with out entering pass port details

is there any chances of getting refund

did any one refund through web money
if u got?? pls inform me how to get my money

You need to have your Indian Passport and fill the form correctly, that's the rule. there is no other way.. i think

You should have your Indian passport. use someone else from your family
