Shared Need hosting with 4TB BW

I need hopefully a shared host that will allow me to use around 4-5TB of BW each month. I need about 50GB of storage.
Only reason I want shared is its cheaper (willing to pay a little more if possible) and I can use cPanel(cant afford cPanel with VPS)

If you cant offer a shared host I might consider VPS if zPanel could be installed for me as I don`t have knowledge well of VPS`s.

My Budget can be no more than $15.

Needs to be reliable. Prefer Offshore a lot of my visitors are from UK.

The files being Hosted are LEGAL its for phone development.
