Shared Need good shared hoster

After I had already 2 times no luck with a good shared hoster here, I'm again looking for one.

I have to create a DNS server there, for my nameserver and I will host there a warez blog. I can only pay via alertpay

I need 99% uptime because the hosters before had not even 50% uptime :facepalm:
