VPS Need Cheap USA Windows VPS (Dedicated IP)

A non-English speaking friend of me is in need of a Cheap USA Windows VPS with Dedicated IP.
It will be only used for surfing the net (No download or upload, raring, encoding or anything like that), so he doesnt need high bandwidth or high ram. (Something like 256 MB ram + around 200GB BW)
The IP must be Dedicated (never used before). this is the only requirement !

There is no shared ip with a vps, all VPS got dedicated ip

256MB Windows VPS ? A simple google chrome Window eats around 30-100MB RAM.

I think he should a get a linux VPS and make it as a openvpn box (if all he want to do is browse website with USA IP).

I was able to find a windows VPS (256MB) for him for @ 6$ ! its sufficing for his work he says.
although i also could find a 512mb Win vps @ 7$ on http://up2vps.com but they didnt support his payment option sadly T_T.
