First find a decent vps or dedi, because you will have low bandwith and you'll need a few giga's to start up. Now it depends if you use a custom script or not, and if you add or only grab videos from other sites.

we have servers in Netherlands ,France,Germany and Romania.
Romanian servers are bulletproof , No DMCA, but are very costly.
Netherlands servers are cheapest and if needed, we can reverse proxy to Romania, so No DMCA or BRIEN either.

the main DC which is limehost does not follow the dmca rules, but is currently overselling servers on there beast of a network with multiple backends.

if you get a ddos dont expect help or if you get widely known dont expect to keep your server
if its leased/rented it will be taken down on the first search warrant and erased. if you own the hardware they will give it up no questions asked with a warrant.
