It happened to me too once, when someone filed complaint on my paypal account and namecheap money transfer was canceled, had to pay like 150-200$ to get account back open.

last month some fuck on wj hacked my server and all my domains were redrected to his site, i think he did it? he got my passwords

I doubt it... They locked your account because payment has been reversed. It's either bought using the stolen PayPal account, or something like that.

Well its the money transfer thats failed from your Paypal or CC, what ever you use, so its not that cracker fault. check your account(s) what you used to put money on namecheap.
