i don't think anyone in this world is more experienced than i am with paypal.
email support = zero!
no matter how many times you send them emails, its all useless.
even if your english was perfect, it simply doesn't matter at all.
Steps:
Get skype
dial paypal, (its free from skype)
go through the steps. just keep saying the word agent till they get you to one of the agents. From their its your chance to get it unlimited.
Make sure you have all the information ready when asked. Act firm, talk firm and don't pity as you did nothing. Act firm and tell them you want the limitation lifted. Keep your answers short, don't be friendly.
Also, don't argue with him, if he/she said something. This resolution will not change, just hangup and dial again and try with another person.
Keep in mind, you don't care a shit what are the reasons, or what are their reasons. All you want is your account active again.
