I'am jumping ship to knownsrv, they seem most stable.<3

Not exactly, there is a lot of big companies with proper security around.

I would go for KnownSRV for their quality of support and servers.

Don't know much about others, as some were hacked or ran away

No worries. We are ordering new servers weekly and we keep top notch performance on all our servers.

Well its really the job of the webmaster to secure his/her site. The good thing about knownsrv I think is the fact that they do help their customers tighten their security via management. A lot of hosts will just ignore you if you ask for help about security, more likely once you get hacked, they'll just offer to reinstall the OS )

shared, vps, dedicated, - what ever.

is there any offshore webhost that can even claim 99% uptime for the last year ? even that is terrible really compared to on shore.

live support would be of use - people manning the desk that can actually do something not just tell you to open a ticket and wait for someone with some tech knowledge.
