Mirror site - any framework to use - php or other

i planned to create one mirror creator like site (will hire coder), is any framework or which one to use for uploading files ?

using php to upload, or upload using apache.

Most hosts have APIs that you could easily use with your choice of language, be it PHP or anything else.
Alternatively, I believe there are scripts for sale that are ready for production, you just need to install/upload them to your server. Check codecanyon or google for something like "multiupload script"
