Did you enable Security option in your account...? If yes, then Payment Information will be blank for security reason / Protection.
If you want edit your payment info then you must disable your security option, after received email and follow the link, you will see Payment info field will available again.

uploading has started failing although not on all servers, but yes there is an uplooading issue
