If you hire anyone for this, make them show their process before you pay, because "keyword research plus backlinks" is exactly what most sellers fake. For keywords, a decent person should hand you a list built from real data: queries your pages already get impressions for in Search Console but sit on page two or three, plus long tail phrases where the top results are small sites or thin pages. That is where a modest site can actually get first page. Ask how they judge difficulty beyond a tool score, like looking at who ranks and how old those pages are.

On links, anything bought in bulk is wasted money. Realistic options are a few relevant guest articles, getting listed where real people in your niche hang out, and building something others cite, like a small tool, a comparison table or fresh stats.
