looking for parnter for web hosting bussiness

i have therapidleech.com rapidleech hosting site, which i have put it down for sometime
i am looking for a partner as i a mnot interested to run it alone

i am professional here to manage all, but i need someone who can do the following things coz i am lazzy, if i got a parnter i will start therapidleech.com again

i need someone with the following skills/investment :
1. the person must know how to advertise, coz i m lazzy for this
2. the person must be with atleast $30 investment (granteed that u will get profits)
3. must have good english skills
4. must be online atleast 3-4 hours a day
