Looking for offshore domain provider

What is an off-shore domain registrar? Does it really matter, though? I don't think so.

.com, .net, .org, and most other TLDs are controlled by US organizations and at the mercy of the FBI. If the FBI wants to claim a domain, they just need a warrant from a judge. It's pretty easy. ICANN, the people that control TLDs, is headquartered in Los Angeles. At the end of the day, there is no such thing as an "off-shore" registrar. They will almost always comply with the US government, because everything is run by the US.
