I have a close friend that is looking for a VPS or Dedicated server in NL or Romania for Warez here are the specs needed

Decent motherborad cpu
16gb ram
4tb to 8tb space
50+tb bandwidth
1gb connection
Allow Warez
DDOS protection would be nice put not needed

Budget $50 to $75 the cheaper the bettery

Looks like a pretty small Budget for that amount of Space and Bandwidth, i calculated.
However what i could do is for this Price Range is:

Intel Xeon E5-2650-V2 (8cores, 16 threads @2,60GHz)
32GB DDR3 ECC RAM
2x1TB SSD (can also be used as RAID0 - 2TB useable or RAID1 - 1TB useable, as you like)
