I don't think there is a mod for this..Because its a bit intermediate to get the latest post and get its image and make a thumbnail of it using GD imagepick.
I think this is custom coded and the images are added manually. And not the latest downloads are shown but rather the best downloads to attract more visitors.
The coding is quite simple if you are familliar with phpbb. For subsilver based styles, its just a TABLE.
i have been looking for this also. i think this may help. its a gallery but includes the option to display last images on index. there is a demo link also. i wanted to try this but its way too complicated for my limited knowlege with phpbb lol http://www.flying-bits.org/viewtopic.php?f=38&t=1624
