today I recieved 15$ from a friend..
so now can I use this amount ? or I should to wait 30 days... as they say it's pending !!!!!!!!!!!!!

If it says pending then its not in your account fully yet. If you sold something to them then you should not send or give the item till it clears. They possibly sent it as an e-check which they can cancel if it has not gone through. If you sent the stuff they can easily cancel and you pretty much sent them it for free. Hope you get what I'm saying.

Of course if the payment is pending, means that payment is not received yet into your account.
