Is PSD to HTML dead?

Now we can dev front-end very fast by css framework like bootstrap or foundation, etc...it seems like we can break out the step PSD to HTML because photoshop is based on pixel work, but atpresent, website is not only display on 1 screen. So i think design website with css framework is the future!

“PSD to HTML” is a workflow in which a designer’s final product is a PSD handed off to a developer to cut and slice up and turn to HTML. Photoshop for Webdesigners will never die, but the reality is that it will almost exclusively be used by designers who refuse to learn code.

The main problem with PSD files is that they rely to much in the visual aspect of an static single page and the web is completely the opposite of that, so it’s extremely hard to define the interaction and to create user journeys with PSD file so designers become decorators and not architects.

However, l
earning the code is way more valuable than using a plugin that generates code especially when it comes to high usability/responsive and even mobile friendly user experiences.
 
I use Photoshop daily to retouch images, make typography or visual for my web design job. I dont use it to make website layout because when responsive is going so far now, i'd like to work on browsers to see exactly how my responsive theme works with any size and browsers. If you make PSD before turn it to HTML, you can not know exactly the size of responsive web to design it. Too difficult right?
