Is it theoretically possible to prevent file lockers cheating on download count?

Maybe with the help of asymmetric cryptography, or similar solution like BitCoin's blockchain. For example a downloader always should enter a hash which corresponds somehow to the last registered download count and it would be provided by a third party.

Being how lazy downloaders are, they'll opt to use a different file locker instead.

Not sure, if they would get a higher download speed, or maybe resumable free downloads. And uploaders also would choose that filehost which provably doesn't cheat. The more uploader , the more content. The more content, the more downloaders.
