Is it possible to run a wordpress with two languages?

Two versions are of the same content.
Not translation plugin.
I want two versions can be indexed by search engines so that when people search in different language, they can also find my site.
I want English and Chinese.
Is it possible?

Or it would be better if I run two different WP under the same domain.
