Is it Compulsary to add CC to Paypal??

I had verified my paypal through bank account & my pan card also approved.. Nw is it nessacary to ADD the CC..
Because, i dnt have CC ,iam having Debit Card which doesnt work on paypal

you need to entry a credit card at the beginning , later you can remove it , also debit cards dont work cause you cant trade with foreign currency with a debit card

don't go for vcc defintely paypal limit your account and note that you added your pan card and bank details and if you use vcc and if your account get's limited and there is no way you can't use the pan card and bank acc details to create a new account

so my suggestions is that don't go for vcc

if your bank details, pancard doesn't match your vcc then your accounts gets limited

Yes for making payments CC is required as RBI does not allow payments through paypal Balance.
