HTC,because 4S is overpriced.Even though I own one and I love it,but if someone asked me which phone to buy from their hard earned bucks,I'll never recommend a 1000$ phone.
But still,depends where you are located and how much is the price difference b/w the two there.HTC has a advntage of larger screen,good audio quality whereas 4S has iOS(which btw,is pretty awesome) great camera(nothing better than this).

I wouldnt recommend S2 since S3 will probably release in a couple of months and then you'll just have a old phone.

Here's the deal. If you like to technically tweak all sorts of settings, go with the Samsung one. If you value image, simplicity but don't care about constrains, go with iPhone!
