Indian paypal users can send payment ?

I don't think so. Paypal put some restrictions on Indian merchants a couple of months back. You can learn more about it on this post.

Far as i know, indian users would not be able to send money. However, they can receive it provided they withdraw it within 7 days.

Well, even to make international payments, you have to attach a Credit Card and the money will be deducted from the CC and not from your Paypal Balance (I've tested it).

So, I say bye bye paypal and shift to alertpay for mass transactions and major payments. But, don't give up on Paypal as its the most recognized & most used payment processor.

Keep Paypal as the last alternative when making payments and when the site doesn't support any other payment processor rather than Paypal.
