ImgFlare & ImgBabes scam sites?

Hi all,

Some time ago I posted a thread in: http://www.wjunction.com/102-file-host-affiliate-discussion/202372-imgflare-imgbabes-down.html about both the sites being down.
In the meantime they are up for a long time now, but even though I tried to contact the owner using the contact forms on both sites, I am not able to get a reply.
Also my requested payments are pending for over 1.5 years now!

Is my assumption correct that these two sites are scam sites?

Hope to hear about your experience with the two sites!

I'm stop using them for a while now but they already paid all my payment request. My last payment is on 2016-10-16

Does anyone have an idea how to contact the webmasters? I tried using the contact form, but no reply....
