Be careful if you consider the traffic brokers. Many of them simply resell from one the large traffic networks and have no idea what the traffic sources even are (they like to quote "from expired domains and from the SE`s!").

Often the best way to buy traffic is contacting the site owners direct (so a site that fits in well with your own site for example).
