You are much better off building your own backlinks rather than trying to buy them, its more work but its worth the effort.
 
I agree with sampendelton and janefirst, SEO takes a lot of hard work and there are no short-cuts. Even if you freely obtained a bunch of backlinks, eventually Google would find out and penalize you.
