i`m looking for dedicated server with more than 4TB hdd.
i don`t need enough ram and cpu, i want to use this server for storage.
my requirement 1Gbit and more then 4TB and 8G Ram
my budget is less than 60 US Dollars per month.

Even low budget providers wont match all your criteria, your budget is too low. You have to sacrifice a requirement.
More than 4TB is hard to come by, even if you use 2x2TB in raid 0.. but then you wont have any safety in case of hard drive failure.
