Does it sounds like a DMCA ? i don't think so. May be you can ask him to provide details of hosting than you reveal, to find out is it legit or scam mail.

It doesnt sound like a Dmca or a mail from any law related firms. it rather sounds like a kiddie who wants direct links to the scandals which you post, as his language is too noobish and itsnt a threat either. Perhaps, as he mentioned i dont think anybody hosting anything in India :D
