i can recommend you 2 provider. but you should increase your budget to $15-$20

do IPv4 VPS from instantcpanelhosting.com, you can pick Linux RDP on this and then use Wine or similar for windows support apps. But that support is not 100%. But you can use stnadard Linux apps like Firefox and more.
