Well, get yourself a RL hosting, install RL script,go to cpanel (or use ftp), edit the accounts.php to enter your premium details (the hosts from which you gonna download ie ).
Now, add your upload details in Hosts>Upload>yourfilehost.php
Hit the auto transload button and enter your download links.
Once the download complete, you can hit the auto upload button and choose the hosts that you want to upload to and click on upload.
Before uploading, you can unrar, rar, rename files which are self explanatory (actually everything is self explanatory :p )
