How to create paypal for pakistan

I live in pakistan. paypal does not work here. Is there any way to create paypal in Pakistan ?

But here in pakistan many people are using paypal.

Go & signup at payoneer.com
verify your account & upload documents for address verification.They will send you a master card + Give you bank account, which you can use on paypal for verification purposes.
That's all!
PS : i am not from pak but this way is good & no risk (Not sure).
